Association Goals

  • Maintain and improve the value of property within our community.
  • Provide safety and security via Crime Watch and Volunteers in Patrol (VIP).
  • Upkeep current and create new beautification projects in the neighborhood.
  • Enforce city ordinances and code requirements as regulated by the City of Dallas.
  • Cooperate with City Officials and City Hall regarding issues affecting our community 
  • Communicate information to neighbors via newsletters, social media and website.
  • Connect neighbors together via The Welcome Wagon and special events.
  • Encourage input from neighbors on ways to improve and enhance the neighborhood.

Meet the Board 


   Lily Spencer - President


Lily moved to Estates West in 2013, joining her husband Thomas, and many of his family members who have lived in Estates West since the 1970's. She works as an educational consultant in the DFW area and provides support to families with young children, individuals diagnosed with different forms of dementia and local Montessori schools. Lily loves to travel, rockhound, create Montessori-inspired Etsy gifts and serve in her church. She is honored to be part of the Association and has enjoyed meeting many new neighbors in the process!







 Kate Rutherford - Vice President


I am a life-long resident of Estates West; I live in the house my great-grandfather built for my grandparents! My husband, John, and I have a kitty (Crazy) and are slowly updating and fixing our home... or at a minimum, making sure it doesn't fall down! Pre-COVID, I loved going to movies, concerts, and out with friends - I look forward to life getting back to normal at some point! I've worked for a local hospital for the last 7 years and spent almost a decade before that at Starbucks. I still have to have my morning coffee, and pre-COVID you'd see me every morning at the Coit/Beltline Starbucks -- now, you'll just see me in the drive thru. I look forward to continue revitalizing our Association and helping get more neighbors involved!







Shirley Hughes - Treasurer


My husband, David, and I moved to Estates West in 1984.  We have two sons, Stanfield and Travis, who both went to Bowie and then Pearce. We have two dogs, Addy and Penny, which David walks around the neighborhood early every morning and a granddaughter in Denver.  My background is with the Big 8 accounting firms but I’ve been a self-employed bookkeeper for the past 35 years which allowed me to be both a stay at home mom and a working professional. This is a fabulous neighborhood in which to raise your children and make new friends. David is already an Association volunteer with VIP and now I am looking forward to working with the new Board and meeting more of my neighbors.












Joe Dorfmeister - Code/Zoning/Safety Chair


I have lived in Estates West for over forty years. My wife, Susan and I are retired. I have previously worked for EDS, Perot Systems and Dell Computers. My wife was a teacher at Ursuline Academy and Director of Youth and Young Adult Ministry at the Diocese of Dallas. We enjoy participating in church and community volunteer projects.  Look forward to working with the new young members of our board to revitalize our neighborhood.









 Frank Elam - Membership Chair


Frank Elam moved to Estates West in 2013 with his wife, Stephanie, a nurse. Frank and his wife have three young children (Madelyn, Libby, and Huelen) and two dogs (Boxers named Penni and Remmi). Since 2011, he has worked for a local healthcare management company (Envision Healthcare) and serves as the Finance Manager for the Anesthesia service line. Frank has been in his role as Membership Chair since the start of 2018 and looks forward to welcoming new and existing members, year over year. He is excited to see how much more this neighborhood will grow and how many more new faces will become a part of this Association.







 Lori O'Briant - Media/Communications Chair

Lori and her husband, Brandon, moved into Estates West in 2014. They are parents to son (Colin) who is in 2nd grade and an Australian Shepard (Tucker). Since moving into the neighborhood, Lori has volunteered for the Estates West Association by putting out flags and delivering welcome packets. After working in public relations agencies and leading PR for companies for nearly 20 years, Lori now runs her own PR consultancy business. She is looking forward to using her skills to benefit the neighborhood association as Media Chair.









Patti Troupe - Special Events Chair


Patti Troupe grew up in Estates West and attended the wonderful neighborhood schools from kindergarten all the way through high school! Recently she moved back to Estates West, joining her mother, who has been a resident on La Bolsa since 1972. Patti has two grown daughters Lacey (28) and Crystal (31), two teenage sons Hayden (14), and Daiden (15) and three beautiful grandchildren. They also have two dogs, Dottie and Mia! Patti’s professional background is sales/administration in the printing industry and is currently a stay-at-home mom. She is very excited about stepping into the Chair of Events position!










Sandra McKimmey - Secretary 


My husband and I bought our first house in Estates West in 1992 and never left!  We are both Richardson High School graduates and grew up nearby.  We love living here with our 2 labs,  Roux and Maggie.  I am a Realtor with Better Homes and Gardens Real Estate and when I am not selling houses, I love to read, garden, and spend time at our lake house.  I look forward to serving our Association and working with the new board members to help our association grow!
